Remarkably, 283 of those 284 terminated grants were tied to states that had backed Kamala Harris in 2024 — labeled in the filing as "Blue State" grants — and DOE acknowledged the selections were made solely on the political identity of the grant recipient's state, not on programmatic, statutory, cost, or performance factors.

The wider fallout

About 340 other grants proposed for termination, many tied to Trump states, were spared in October and remained active when the stipulation was filed. The disclosures appear in Neeta Thakur et al. v. Donald J. Trump et al., a federal lawsuit involving University of California researchers and DOE grant recipients.
