What the filing revealed

The DOE told a federal court it had created a Portfolio Review Process in May 2025 and sent thousands of reviewed awards to OMB in September. Of 624 grants flagged for possible termination or cancellation, the Office of Management and Budget selected 284 for an October tranche that DOE later announced had been terminated.
